Building a Sovereign AI Operating Model

"Sovereign AI" means keeping control over data, models and infrastructure without sacrificing capability. For regulated organisations this is not optional; it is the foundation of trust.

A sovereign operating model has four layers:

1. Data layer — classify, isolate and version training and inference data.
2. Model layer — combine open-weights models, API models and fine-tuned internal models based on sensitivity.
3. Infrastructure layer — run workloads in controlled regions with clear egress policies.
4. Governance layer — log decisions, review outputs and maintain human approval for high-risk actions.

When these layers are explicit, AI becomes an audited capability rather than a shadow experiment.
